Important — Please Read Before Registering

You must review the USNA base-access requirements below before registering. All foreign nationals and some U.S. citizens are required to submit Form 5512 to obtain access to the U.S. Naval Academy. Please review “Who needs to complete Form 5512?” below to determine whether this requirement applies to you.

If you are required to submit Form 5512 and fail to do so within the required timeframe, you may be unable to access the U.S. Naval Academy. Registration fees will not be refunded if you are unable to attend because you did not timely submit a required Form 5512.

After you register, you should receive an intial confirmation email with logistics and 5512 information. This will be the first in a series of email updates. If you have questions or concerns, please contact Megan@Phase-Meridian.com.

Step 1 — Review Base Access Requirements

USNA Base Access and Form 5512

What is Form 5512?

Form 5512 is a required background-check document for obtaining base access to the U.S. Naval Academy (USNA), mandated by the Department of the Navy.

Who needs to complete Form 5512?

All foreign nationals must complete Form 5512.

For U.S. citizens, whether the form is required depends on how you plan to enter the base—walking, driving, or riding as a passenger—as well as the identification and base-access credentials involved. Review the category below that matches how you plan to enter the base.

If you are a U.S. citizen and not yet sure how you plan to enter the base, the safest option is to complete and submit Form 5512.

Foreign nationals

Foreign nationals must bring a valid passport.

Foreign nationals may not drive onto the base, but they may walk on or ride as a passenger with someone who has driving privileges. The driver must have a CAC, retiree CAC, or DBIDS credential.

U.S. citizens walking onto the base

If you have an Acceptable ID, you do not need to complete Form 5512.

If you do not have an Acceptable ID, you are not permitted base access.

U.S. citizens riding as a passenger with a driver who has driving privileges

If you have an Acceptable ID and the driver has base driving privileges, you do not need to complete Form 5512.

If you do not have an Acceptable ID, you are not permitted base access.

U.S. citizens driving onto the base

If you have a CAC, retiree CAC, or DBIDS credential, you do not need to complete Form 5512.

If you have an Acceptable ID but do not have a CAC, retiree CAC, or DBIDS credential, you must complete Form 5512.

What is an “Acceptable ID”?

An Acceptable ID is one of the following:

  • A REAL ID-compliant driver’s license or state ID card (look for the five-point star)
  • A U.S. passport or U.S. passport card (foreign passports are not accepted for general access)
  • An Enhanced Driver’s License (EDL) issued by Michigan, Minnesota, New York, Vermont, or Washington

If you do not have an Acceptable ID, you are not permitted base access.

If Form 5512 applies to you, select the version below for your citizenship. Print, complete the highlighted sections, sign in black or blue ink (no e-signatures), and upload once you receive the secure link directly from USNA.

When will I receive the secure upload link?

We are currently working with USNA base security, which generates a unique, encrypted, secure upload link for each registered attendee. These links are generated and sent in weekly batches rather than individually each day.

You should receive your secure upload link on the Monday or Tuesday following your registration. The link will remain valid for 48 hours; after that, a new link will be required.

How quickly must I submit Form 5512?

You must print, sign, and upload Form 5512 within 48 hours of receiving your secure upload link . After 48 hours, the link will expire and a new one will be required.

To keep background investigations on track, we are monitoring submitted Forms 5512 to help confirm base access for everyone required to submit one.
